Although China has not started construction on the main 'lane', the government has started road construction on the auxiliary 'lane' in the Kalanki-Basundhara section of the ring road. Although an agreement has been reached with the Chinese government to build the bridge, the construction site has not been completely cleared, so the work has not started at the main site.
Road construction has been started in the outer lanes of the main eight lanes that will be built with the help of China. As China has not started the work, the Kathmandu Ring Road Improvement Plan has been started first if the government has to do it.
Now a contract has been awarded to construct an outer lane (service track) from Kalanki to Basundhara. In the first section of the ring road, there was an agreement that the Nepal government would black-pave the outermost lane. In the first section, the road has not yet been built in a few sections including Balkumari.
Although the Chinese government completed the road construction in the first phase of ring road expansion, only the 'service track' was started. Now, auxiliary lanes are going to be constructed before the main ones. Now, auxiliary lanes are going to be constructed before the main ones. In the first phase of expansion, the government built three sky bridges.
When it was insufficient, the government built the sky bridge based on the need. After the Chinese side built the sky bridge during the construction of the road, if it is insufficient, the government can build it later. The plan is to increase the coordination as much as possible to build the road as the trend of digging the road is repeating itself.
In the Kalanki-Basundhara section, the project is currently laying sewers by itself, while the Kathmandu Valley Water Supply Limited (KUKL) and the Project Implementation Directorate are working to lay the pipes. It is going to be installed in such a way that there is no need to dig as much as possible. There were water pipes in the middle of the road, but now they are placed only from the sides. The pipe will be taken through the middle lane only at some crossings.
In that section, the work of cutting down trees, removing water pipes and electricity poles to clear the construction site for road construction has been completed. When the pole falls in the green belt, it should not be moved and the work can be continued. Although it will be generally like the first section, it has not yet been decided in what design it will be built. Some things, including the construction of bicycle lanes, may be different. The Ministry of Physical Infrastructure and Transport has started discussions to build the main road.
Deputy Prime Minister and Physical Minister Narayankaji Shrestha recently requested the Chinese ambassador to complete the ring road as soon as possible.
The land of Maharajgunj was not available, so it was not possible to do it before that. There may be another stage. There was a delay in the construction of the first section as it took six months to remove even one pole.
Although the government or other donor agencies would have started the construction in this situation, China said that they did not start until the road was cleared due to the delay in the opening of the first section of the ring road.
As the first section of the ring road, the government expanded the Koteshwar-Kalanki section to eight lanes five years ago. After that expansion, now there is no problem of traffic except at the main square. Even after three years since the second phase of expansion, the main road has not been completely cleared.
“The sewerage work is going on in the outer lane of the ring road. There was an agreement to black sheet 6-6 meters on both sides of the road 25-25 meters outside the main lane. The goal is to be able to work by February next year,” said Sajna Adhikari, the head of the plan.
“Although the government has requested for the second phase of the ring road to be extended from Kalanki to Dhobikhola near Chawhil, currently the road up to Bashundhara will be extended with the help of the Chinese government. An agreement was signed for the construction of a road from Kalanki to Basundhara,” said the chief official of the project.
“The expansion of the main lane in the second section has not started because the Chinese side will not start construction until the construction site is empty,” said Keshav Kumar Sharma, Secretary of the Ministry of Physical Infrastructure and Transport._Rss
