The government allocated a budget of Rs 500 million to implement the program in February last year to construct Green Smart City. Among the 44 cities selected by the Ministry under the same program, Panchkhal is included. The tenders are already called to implement the program.
50% of the budget received by Pachkhaal will be spent on roads, 15% on community infrastructure and 5% on government infrastructure. The construction of a Bus Park, mini-market, haat bazaar, city road and drains will also be arranged.
The city had already prepared a detailed study report (DRP) for the financial year 2079-80 to construct the first green smart city in Nepal. The city agreed with a foreign company to implement the program and started the process.
In the first week of February last year, a construction agreement was signed between SMEC International Pvt. It is stated that SMEC, a member of SJ, a global urban infrastructure consulting firm in Singapore, will carry out important preliminary studies to build a smart city in Pachkhaal.
As per the agreement, the Kathmandu-based Infrastructure Bank Limited (Nifra) has signed an agreement with the American consulting company Jones Lang LaSalle Property Consultants Pvt Ltd for the ‘market study’ of the smart city. Nifra has signed a memorandum of Pachkhaal Nagar to invest, construct and operate the project in a public-private partnership.
It has been estimated that around two billion rupees will be spent on construction. Out of 5,500 ropani, 650 ropani land will be provided by the city from its ownership.
Mayor Mahesh Kharel says, “The program will help the city’s ‘Green Smart City’ plan. DRP of Green Smart City is planned to start construction in the current year.”
Mayor Kharel adds, “The smart city will be developed on the ‘land pulling model’, the city will support administrative and land management work, and Nifra and its partner organisations will bear the cost of infrastructure construction.”
In order to make the slogan ‘Pachkhaal Nagar, Krishi Sahar’ meaningful, the city has already imposed a complete ban on the ‘plotting’ of agricultural land in Pachkhaal. The city has a plan to establish human settlements and industrial villages by preserving arable land._Rss
