After a month of closure and strict quarantine regulations, the Dutch government has finally allowed non-essential stores, universities, sports clubs, and 'contact businesses' like hairdressers to reopen. But while many of the businesses have been permitted to open till 5 p.m., bars, restaurants, museums, and theaters remain barred from opening as COVID-19 cases rise steeply. This in front the recent flood has devastated the hospitality service sector in the Netherlands.

In response to this measure, locals protested this action by eating and drinking at the outdoor tables of restaurants in defiance of the lockdown. The local authorities didn't enforce the new restrictions. 

The country health institute has recorded a rise of cases of COVID-19 up to 31,000 cases a day over the last week. The Health Ministry warns that if the people disobey the new restrictions, the daily cases can reach up to 80,000 new cases per day. 

Many in the government have pressed for bars and restaurants as the lockdown measures seem arbitrary to who is allowed and who is not to open. In Valkenburg and other towns near the border of Germany and Belgium, many people travel to those countries due to fewer restrictions are in place in those countries.
